How come there are so many baggies? It's not like there was many figure offers or figures inside boxed items.

I don't get why Kenner made so many.

Any help?

Baggies were used mainly to hold figures + weapons together during transportation from production line factory to packaging factory, bagged figures came in straight cases of the same figure (much like a shipping carton for carded figures) and were then either bundled into mailers, packaged onto cards or put inside various playsets etc.

The reason there are so many different types of baggies, even for one single character is just due to production changes: different location of factories, different time periods, different countries etc.

Macau baggies are mostly found in Europe for example (in fact almost exclusively), Hong Kong supplied Kenner in the US with baggies hence the "KENNER MADE IN HONG KONG" baggies but also the UK too, however these usually lack the Kenner logo on the bags so they are commonly called "Palitoy" baggies.
 
The bags aren't easy to fake (as in reproduction ones) but the seals are..opened bags can be heat sealed or tape sealed again unfortunately (only need a machine or some tape!)

Luckily scammers are usually rather dim and use common bags to reseal hard to find figures (like they would put a blue snaggletooth in a removable limbs C-3P0 baggie..)

Thankfully there is a pattern to baggies and most examples can be found time and time again in the same bags (adding to the legitimacy)

All complete except for Yoda ( cane ) Ugnaught ( case ) 4-Lom ( weapon ) and IG-88 ( blaster ), picked this lot up to upgrade some of my existing loosies and I wasn't let down the condition is excellent. The case was a bonus too.
