Thats what I thought 
To be of historical importance it has to be at least 30 years old. So ESB and ANH stuff is ok- if its a very hard to find item or very expensive you should be able to import it for 5%.
Otherwise it is liable for a full whack of 20% VAT
I did try to argue that the toy was made earlier but the packaging is later.... then he said anything that has been altered from its original state is no longer of historical interest.
So if you had for arguements sake a luke farmboy made in 1977/8 packaged on a tri logo card made in 1983 how old would you say the item is?!
I might try them and see what I can do.
