Its easier to custom in Photoshop than in reality though.

POTF2 Tarkin face repaint: remove multicolor eyes, repaint with single color, same as hair. Eyes only a line and a dot - check other early vintage figures for reference. use same color for hair, somehow gives a more vintage look as rest off The body had more colors - shouldn't be too much.
Vintage Imperial Commander body, repaint with olive airbrush to achieve some manufacture finish.

How do you remove the head from the body and place the new head on it without it falling apart ?
