Which figures did they make the most of?

Aren't Chewbacca and Vader the only main characters from all three films who were only released in one outfit/ type ? And from the very start too.

The Emperor is a peculiar character to be in Klaatu style leftover quantities, but he's the least exciting of the figures to be a freebie on both sides of the Atlantic.

Depends on your definition of main character.

Stormtrooper and Jawa fit this too. Technically, so do Tusken and DS Commander, but I don't think anyone would consider either to be as high profile.

I reckon the Emperor is in plentiful supply over here because it was one of the few mail-away figures that were available over here. I know my brother and I both got one, him (not a big SW fan) simply because it was free.
