Would you
A) allow the figure come away naturally from the card over time
B) support the bubble in some sort of fashion possibly opening you up with accusations of tampering
C) send to grading authority for authentication and possible removal of figure so no damage could occur to the actual figure and allow its history to be documented.
???
As Joe said a very different set of circumstances its the good quality MOC's (Inc Gold Level AFA MOC's) that are been destroyed in pursuit of U90's that is the issue.
If i had for example a UZAY Chewbacca MOC like skye on Rebelscum then i would use the non invasive double bubble technique to ensure the bubble fault doesn't get any worse whilst still giving great display ability.
Here is the link - Double Bubble Preservation
Im sure some one with the U grade mentality would jump straight on the fact that a U graded UZAY figure = Big money at the moment.
