Yes, some shops still had ESB back in '84. They seem to appear mostly on the same figures which must have been peg warmers back in the day. The 3 that come to mind are Lobot, Cloud Car Pilot, and AT-AT Driver. You can usually find any one of them quite easily. Not common, but you can also find them on SW cardbacks and POTF too.
I did not know that. 2 of the 3 you mention are the ones i was looking at.

It's also worth noting that you need to be a bit careful with offer sticker figures, rolls of these stickers have been found in the past so in theory some unscrupulous seller could just stick them on any cardback, especially to cover damage. So if you a find a figure/offer combination that's never been seen before, think carefully before paying good money for it.
