I noticed the red V, but that doesn't indicate anything to me other than a printing error or someone has drawn on it.
From close up how does the V look to have gotten on the card?
As PalitoyJunky says, at times you can get lucky. If the eBay aution is one that I remember, there were several lukes that appeared over a very short period of time. If it's any consolation, I got one on eBay for under £300!! 8) Getting one cheaper than others (and £750 is a lot of money for a reseal of a carded figure, even like Luke) is not an automatic reason to assume it is resealed. If that's your only basis for worrying, then to me it doesn't seem like enough of a reason.
The main thing that would concern me is the look of the seal around the bubble edge. Does is look the same as your other figures or are there areas that seem to have heavy areas of glue. Any noticeable raised areas or possible splits on the actual card around the bubble, or down the edge of the card on the left of the bubble. or inside the bubble on the left side?
Bubble are often ripped of the card so will cause noticeable damage. Experts may have carefully slit down the side of the bubble to get the figure out causing minimal damage...though this is usually something people do to swap figures, for example putting a rarer version of a figure in a card and then resealing it.
