Hothtroopers and Boba Fetts are some of the earliest resealed cards that came from the unused Palitoy cardbacks stock, they were sold off late 80's I think so 1990 is possible.
The bubble doesnt look that well attached in places. Are there any iron marks on it? It's also using the narrow Toni double stem rather than the wider one:-
