This is a tricky one. We don't know that he's a scammer as the parcel could have got lost and he may have been dumb enough to post without insurance or keeping a receipt. At the same time we won't know that he hasn't just pocketted the money and done a runner.
Sadly we see far too many of the second example so cynicism is understandable.
The lessons to take from this are simple,
1) DON'T PP Gift to someone you barely know and who is a newbie on here.
2) FFS DON'T FORGET RULE ONE!!!
3) If you do buy always ask for or pay for insurance/tracking. If you sell always offer insurance/tracking and if the buyer declines, make sure they know it's their risk, and keep a proof of postage.
