Yes it could. They graded hundreds. There are lists of cards affected available on the thread linked above. I suggest you take your time to read up about it as there are really only a few combos of cards.
Does a yellow bubble effect the Grade of a figure?
Yes, it automatically gets designated a Y grade, which is less desirable for grade collectors. Just remember, grades are designated when the item is graded, so it could be as clear as a bell when it gets graded. Roll on ten years and although it won't have the y it could by then be as yellow as piss
Are yellow bubbles more likely to crack, lift from card or have anything else bad happen to them?
They are going yellow because the physical properties of the plastic are altering with age. No one really knows but they do in some cases go brittle, in other cases lift and who knows. In ten years time they could all turn to dust. You are buying a 35+ year old toy. They were never intended to last this long. We are into the uncertain now. It's the risk you take.
