I'm not expert, but that does look a bit dodgey to me!

VC Jawa auctions are notorious for the number that have repro capes, so IF I was ever to buy one I would be very careful who I bought it from, or buy a graded one to be sure it was genuine.

There is to many sellers on ebay trying to con people with vinyl cape jawas

It's (unfortunately) understandable.
If you can flog a regular Jawa with a cut down Ben cape for £100+ scammers will always be willing to try their luck.

I say "Understandable" that's NOT me saying it's acceptable, or excusable!
Just that it happens, a hell of a lot on Ebay.
