Depends on the figure. It also depends on what's for sale. TIE Pilot was one of the easier ones years back yet one of my friends has been searching for one for years. He can't seem to shake one out of a collection. The toughest carded ones are:
Headman (On known and a second is rumored but not confirmed)
Hoth Trooper/Alt card Chewbacca (close up Chewie) (3 of each known)
DSD/R5-D4 (5 or so of each known)
Other like R2 are not terribly uncommon but again, haven't been seen much in recent years.
Gunner is one of the most popular because of the card art. I think there's only been 2 sales in the past 5 years.
Blue Stars is another popular one but not uncommon at all. It's infamy drives it's price up.
