Any thoughts on who this figure is?

I picked up a lot the other day and this little fellow was in there. It's about 2.5" tall and doesn't have any markings although I can imagine that it came with some sort of vehicle.

Any thoughts appreciated.

It's a bit reminiscent of a Shogun figure.
The cheapo design looks like something you'd get out of a Kinder Surprise or a cereal free gift.

That's what I was thinking with the shogun figure, maybe something that came with a Popy vehicle as it's so small.

Now I remember my cousin had some of these and gave them to me about 26 years ago, who knows what happened to them hmmmmmm?
