Are the Taiwan figures rarer? Or slightly different sculpt?

Not in general - most are at the very same price range like their hong kong counterparts - some not.
Some are hard to find in good condition, some have odds to them.

Hi there, are you still looking for taiwan variants? i have a nice (not mint) taiwan biker scout complete with weapon for sale. i have attached pics with comparison to HK variant. the taiwan version is on the right. up close there are very fine detail differences. the taiwan version has much finer detailing and clearly has aged better over the years. both were played with when i was a kid and the taiwan version not only has much less paint wear, it has tighter limbs also. message me if you're interested. regards, Lee
