There was no figure in the Kenner line who had a blue cape lake that.

This looks like a dyed Lando General cape to me, could also be a dyed Royal Guards cape, but I could be wrong:

By the looks of your for sales thread, you have a Royal Guard with a cut cape, I think that answers your question.
