Anyone seen this before?

I was going through a few loose figures and found this one, anyone shed any light on it for me?
No COO on it just a raised bit?

Raised bar. Someone can explain the reason for this variation i'm still new to it all too.

I think raised bar is because figures were produced by foreign manufacturers licences by kenner, where moulds were changed
But the experts will put you straight on this
