Strange 12 inch Luke outfit?

I recently bought a 12 inch Luke skywalker from a vintage toy shop, the figure was filthy but once I cleaned him he looked pretty good. There's only one problem, he came with a strang outfit what looks like it's supposed to depict a return of the Jedi Luke outfit. The clothing does not have any specific branding, but he comes with an black gloves what perfectly fits his hand. I was wondering if this is something a child has made or some strange prototype for a Jedi Luke, I'm aware that they were going to make ESB 12 inch figures (where they reused the mould), so I'm not sure if they were planning on making Rotj 12 inch figures. The only Branding I could fin was on his glove what reads Hong Kong, I'm not to sure, here are some pictures.

I would suggest fan made or modern but you never know I guess

The outfit looks like the Tommy Gunn SAS Talking Commander one, think the glove might be big Jim (hockey player?)
