So does HK mean Ledy?

Ledy figures can have COO marks similar to other figures because they reused the same molds, HK means Hong Kong so HK figures definitely do not always mean Ledy.

Many of the molds Ledy used were not altered to give a true reflection of where they were produced (Mexico).

I would say 9 times out of 10 the thing to look out for with Ledy figures are the materials used (plastics/fabrics etc) and the poor quality control as the COO isn't a great help in many cases. AJ linked you to some useful information no doubt.
 
if your totally lost get some pictures of other peoples ledy figs for samples, or buy a few of the cheaper graded ones, ledy prices have dropped a lot recently so you could pick up some easier ones for peanuts

you can also look out for the made in mexico rotj moc figures as they oftern have ledy figures on them too
