It looks like it's rivetted in so will be difficult to clean it in situ. But as TFB says wire brush should certainly improve it.
 
Troop Transporter has such cool electronics. Theres a little plastic record inside which spins via a motor with a old fashioned needle and cone amplifying the sounds. So cool.

Also I have a question about this Palitoy Troop Transport. Is this Meccano logo on all Palitoys or is this a SW Bilogo?
