Reseal

They are two different things - a reseal uses original components and is basically the original bubble 'resealed' back to the card - normally using some sort of glue or double sided tape

A repro is normally all reproduction items - card and bubble (and normally weapon too) - these are made of different card stock and are normally quite easy to spot - especially alongside original cards

The best way to learn about the differences is to buy a few beaters and cardbacks first so that you are familiar with them. There are also a great number of people on here that would be happy to advise if you can provide pictures

A few people see them as a cheaper alternative to collecting MOC's. A few actually hate them and think they should be banned if you can believe that :? I like them and have quite a few in my collection.

Some you find are more cleverly sealed than others, but on all the ones I've looked at you can clearly see that the card has been tampered with in some way. Because they aren't pristine reseals tend to go for a fraction of the price of a MOC ... saying that though you can find a lot of Palitoy or other rare cardbacks going for hundreds. Nowadays just the cards without the bubble or anything go for fortunes. Basically all the stuff we used to throw away back in the day is like rocking horse **** now!
