If you send someone a payment that is funded by your paypal balance i.e. you have the funds in your paypal a/c does the recipient still pay fee's to receive the payment?

Yes they do, paypal charges a percentage of the fee like a premium for using their service.

I think it comes to down to what sort of account people have. If they have an account that does not accept credit cards then I don't think they incur fees on balance transfers. My account is a so called premier account and will accept credit card payments. I also incur fees when I receive money using a paypal balance transfer.

If you have an account like this the only way around fees is to have the money sent as gift / personal payment or have the fee included in the amount paid.
