Power droid and R5 D4 ESB 47 back carded figures-bubble seal

Hi all,
Just had 2 new figures delivered from Hawaii.
1 47 back ESB power droid
1 47 back ESB R5 D4

Both have slick seals and not the waffle pattern.

Does anyone else have these MOC figures with the same type of seal around the bubble?

Are these palitoy versions? Does it say kenner or is there no manufacturer? If they are palitoy then the smooth seal is normal as far as I'm aware. Correct me if I'm wrong anyone...

They both have Kenner on the front of the cards, Made in Hong Kong, with the free 4 lom offer.

I have 3 Jawas + 2 others with the 4 LOM offer on - all have the slick seal. I don't have any 4 LOM offer ones without it - so im guessing its just how it is.
