just had to place non payment recieved on 3 items ,got a final value fee refund but do i get free re list as well

i was thinking maybe its because he was the only bidder ,

I dont think it matters, he has caused you to lose your initial listing fee (as it will cost you to relist)

You should be able to go to the 'relist' option and it should mention that the relisted item qualifies for a re-insertion credit when it sells next time.
