MOCK UPS OR PROTOTYPES?

Hello guys, just wanted to know if anyone has ever came across any episode one figures that look like prototypes or mock ups, i bought a job lot of phantom carded figures that look unfinished to me, i maybe wrong, they maybe custom, i have no idea, but my question is why would anyone go to the trouble of making these as the ep1 figures dont fetch great money anyway, let me know if you can tell from from the pic, cheers.
