Give him 24 hrs to supply a tracking number, if it's a no show log that claim, paypal will request a tracking number from the seller as proof.

Ps once you get your proof card or refund please name and shame the seller, I for one don't wish to use this seller.

I would have opened a case after 15 days. If a seller can't be asked or does not have time to ship an item they shouldn't be selling stuff in the first place.
