help in identifying a 12" figure

this is not a star wars 12 " but is from the same guy on the car boot.
no photo,
same size as a action man but all in black,has white decals on front of legs and some on arms.
face is covered by a elaborate full face mask leaving 2 green dots for eyes.
on the belt buckle it has action man in small letters
dated from the 1970's .
any ideas or photo,s on what you might think it is lads.
not much to go on but i know you will come good.

yep he's knocked them down to a £1.00 now.
spoke to him sunday and still seems to think there is more in his lads loft :lol: :lol: :lol:
round are area there's not much call for them, i tried a few on a stall
sold only 3 figures.
he must have at least 100 there is there anything your interested in,
