Darth Vader NO COO - Identification

Hi folks,
can someone help me to identify the variant of this Vader? I was about to sell a few lose figures and this one comes without COO. I have another few without COO but they are coming with the bar. Also the surface of the cape feels and looks different like all other variants I have. I'd appreciate any help.

sorry I first saw it now, it is a pbp also the rugose cape looks like pbp, but I am not a saber expert so I can't confirm if the saber are pbp
