Central city (Chester) selling recards.

While we put up with E-bay allowing the sale of recards it's sad to see a mainstream shop (which I quite like to be honest) selling recards (as well as genuine vintage though mostly loose).
Don't get me wrong, by the price they're obviously not vintage but there's no disclaimer on them and they can easily end up on E-bay this way.
Anyone know the law on this? Are they allowed to sell recards? Is it a grey area?

I don't think they are legally not doing anything wrong as long as they are not trying to pass the cards off as legit but don't know if they should be making more effort to point out that they're not original.
