The two Power Ranger type dudes on the left (not the white dude though) are VR Troopers. A spin off of sorts from Power Rangers.

Other than that, I have no idea.

Two 'Masters of the Universe': Man-E-Faces & Man-at-Arms (both incomplete). The pale one with the snakes is Mumm-Ra from Thundercats.

The blue dude is a GI Joe Cobra Commander if I'm not mistaken, the black one in the middle is Snake Eyes.
There's some other GI Joe figures in there but I don't know them.

The orange kungfu weirdo is Krillin from Dragon Ball Z.

The two military green figures on the bottom row are from cheap series called "Soldier Force", the other green guy is from an even cheaper copy-cat line.

next to man at arms (second pic) the smaller one is a visionaries figure darkstorm

the loose GREEN army figures are rip offs of gi joe, my kids have some

some modern gi joe figs, the black and silver snake eyes, and te blue gi joe cobra commander.
