I think it would be highly possible. Todd has been in the game for a long time and I think it would be very likely that some collector in the early 90's, could have done this just to get a nice Bluestars figure, not realizing how rare it was. I don't think the bootleg market then, was anything like today, but I was too busy collecting regular figures at the time to take any notice.
