advice on made in mexico cards

It wasn't to do with altitude or changes in air pressure.

The hole was there to relieve pressure when the bubble was applied. The initial techniques used in Mexico weren't good at sealing the bubble. However, they quickly got it sorted but still continued the card stock with the holes in it.

Whilst I've only owned Made in Mexico cards with a hole in them behind the bubble a lot of people have Made in Mexico cards without the hole.
 
You could be right although I'd heard that the cards were warping rather than bubbles not sealing. Probably helped with the air/road transfer to the US as well. If your ears pop when travelling up and down steep hills it could in theory do the same to a bubble.
