Yeah you're absolutely right, I've been doing that a bit lately. I'm well on my way to a full set but I've been concentrating on finding the ones I need to complete the first 21. If you break it up and look for a few figures at a time it can be easier and more fun. Little goals within the long term goals and even with that there's usually one figure that's at the top of my hit list!
