weird stormy figure...

ive just got this in a batch of figures, its got a weird helmet as though it was melted together... its coo is china (on a rasied bit )and its got GMFGI 1977 on its leg as well.... is this a standard figure ?? :?

The head is unusual but it is a standard figure although there seem to be less China Stormtrooper figures around than HK and no COO.
