Walrus Man Variant Question

I picked-up a loose minty Walrus Man which has Pink tusks and the COO removed (melted) "1" left intact. No weapon though.

Is this any rarer than most? Does it mean it's (French) Meccano version?

This is not rarer, but it could be a meccano Wally, but than the colours has to be brighter to (bright green head, really bright dark blue limbs,...)
