Is there any logic as to why they would make so many of a figure that was not major/popular?

They perhaps thought they would be onto a winner with the more alien looking figures. The Star Wars line had the cantina aliens, ESB line only had Yoda, Bossk, and 4-Lom... mostly human characters. You'd probably presume that kids would go crazy for Ree Yees and go wild for Weequay! But yes... they weren't the most popular figures then and now!
