Thanks for the email Tommy. I don't venture much into the ebay section, so I would have probably missed this. Unfortunately, with the bubble compromised, I wouldn't be able to assure you 100% that this is legit, but I will say that I am believing it to be.
Your figure matches up with the right one for a blue saber and also the double stem bubble which also correlates with the other known examples.
This is where it goes into more of another Luke collectors forte, but this is my theory based on his info and what I've observed.
Your card is a 65B card and the other one is a 65C card. Both figures appear to be correct in coming from the HN Hong Kong factory which is the only one that the blue sabers originated from. The Palitoy 65A also comes from the HN factory, but appears to be the only card with the HN markings while the 65B and C, at least with the double stem bubbles, do not have that marking on the card. The double stem bubbles come from Palitoy from what I understand.
My theory is, with the secrecy around Jedi, LFL/Kenner didn't get info out to Palitoy in fear of leaks. In turn they had the Palitoy figures packaged at the HN factory on the Palitoy 65a cards ahead of the movie release and shipped over to the UK. After the movie was released, then packaging continued at Palitoy on the later 65b and C cardbacks with these double stem bubbles. In the U.S., the blue saber can be found on Kenner 65a, 65b, and 65c cards, so one would assume that Kenner just let them run through whatever stock they had of the blue saber until the 77 backs. So in that time some of the figures could have been sent to Palitoy as well and were packaged on these cards. This would also explain why at least one example of a blue saber Palitoy baggie has also turned up and also the small number of blue saber trilogos.
So I guess the short version of this would be:
1. Palitoy 65a came direct from HN factory after the change had been done to green.
2. Baggie stock with some blue sabers were sent in bulk to Palitoy which were carded on some 65B, 65C and trilogo cardbacks.
I hope that made sense and if anyone has info to disprove the theory please share. It just seems to be the logical explanation in my mind, but it could also be way off.
