General Mills ESB 45 Backs

Apologies if this had been brought up before,but as a collector of graded MOC's I was wondering why is it that General Mills ESB 45 backs are:
A) Often up for sale ,even though on the toygrader site there seem to be few ever graded.
B) The condition of those graded is a min of 80 and most are 85 if not 90.
I've got a 90 rated Bossk and 85's for 2-1B,Rebel Soldier and Rebel Commander
Is it because the boring German's never got into Star Wars and they were left untouched for years?
 
No to sure Lee dont know enough about the subject but i have seen quite a few germany ESB figures graded at a 90

lol

does seem strange that most are of high quality a bit like the clipper ones
