Personally i really don't think much, if anything, can be done to clean up decal. It is after all, thin, 30 year old paper and any marks or grub or discolouring on it are there for good and any attempt to remove said dirt, grub or discolouring is likely to damage the decal further.
Just my 2 cents perhaps someone else knows better.

Yeah. I agree with Pete. There is not a whole lot you can do and you would most likely make it worse.
