Characters that don't have figures

Been thinking about this recently. Went looking for Andor figures after finishing the show and realised there's no Syril Karn figure. With Andor being so well received, I'd say one will probably come along eventually, but it got me thinking of characters without figures, who'll likely never get one.

Mostly thinking about Eli Vanto as I've just finished the comic adaptation of the Trawn novel. It unlikely he'll get a figure becuase he's only in two books and a comic (hopefully someone will get off their arse soon and announce a trawn: treason adaptaion). It's just sort of a shame because he's an interesting character. I both do and don't want to see him pop up in new Star Wars. It'd be cool to get some attention on him and maybe get a figure but also I'm pretty sure Filioni hasn't bothered to properly read the thrawn novels and wouldn't do Eli justice.

Does anyone else know of some characters that don't have figures?

As far as I'm aware there has never been a Luke in his Shadows of the Empire gear with the yellow vest no glove and a belt with blaster. Or a Lando figure from Shadows of the Empire.

Huh! I'm not very familiar with Shadows of the Empire, I wonder why they didn't give Lando a figure? It's not like he's an obscure character and there wouldn't be a market for him??? What a weird choice
