Bespin Luke with Green Boots

Looking through a collection I have just purchased I came across this Luke Bespin. I was initially drawn to his blond hair (my own personal Bespin Luke has brown hair) but then I noticed his pale hands and green (?) boots. I have placed him against another blond Luke Bespin for comparison.

I am an absolute novice on variations so seeking expert help. Can anyone tell me what variation this is? Is it rare? Worth more than a normal Luke Bespin?

It's not a variant I've heard of. You sure its not some sort of plastic/ paint fading or degrading?

Could well be. Very strange. I am aware of the 'dark boots' version but this one is a complete mystery to me.

The colour on the hands looks really strange. Very pale. Just odd. And the boots are definitely a shade of green. Bizarre.
