Baggie question

Were all vintage figures available bagged ?
I saw a LUKE stormtrooper Baggie at Sheffield comic con today and have never seen one before.
Hopefully Frank might chime in.

only some of the last 17 were not included in baggies, but there was a proposed multi pack with several in, but no example has ever turned up & its suspected though it was shown in the christmas catalogs for order, that they never made it to production, though most of them have been found in miniscule numbers in Palitoy-i baggies from woolies 8 packs.
