if thats the case just put in your max bid and walk away, you may lose the auction and get aPM a hour later with a 2nd chance offer if he has shilled them him self
its a shithouse rip off, a lot of sellers opt out, they are auto enrolled to give ebay profit.
one benefit to the seller is ebay post the item so take responsibility for loss, hence why sellers like using it, but the buyer gets screwed big time.
I have an AFA 95 proof on ebay, vastly overpriced, reason being i want to advertise it not sell it on there if you get my drift, his items are grossly overpriced and not even rare but up to him lol.
unfortunately people will still open moc to try and get better grades, and the value of a 90 will rise as U grades fade, but its a massive step in the right direction, MOC prices rise and prevent any profit in opening them for loose grading.
maybe a lot of collectors have stopped having stuff graded and its their only way of income? or if the bubble was so badly cracked it was gonna fall out?
I would ask steve, but like weas said, if thats what the customer asks for its gonna happen :(
